Excess fat or loose skin

Male/23/175lbs/5’10”

What are the best workouts and routines to tighten loose stomach and belly skin, and can anyone help me see if this is really loose skin or just excess belly fat. My post in physique Friday on r/fitness did absolutely nothing and all my other posts were deleted. I had WLS in 2017 at 318lbs now down to 175lbs. I didn’t deal with a lot of loose skin but I believe that’s what happening now. I want to sit around 185-190 with muscle. What should my eating habit and workout be to accomplish this. This week I’ll be going to measure my real body fat. I’d like to sit around 10-15%. fat or skin
